BUYER-SIDE CASE STUDY

Supplier Verification Turkey Machinery: 1 Trader Excluded Before RFQ

Hana Solution LLC checked three Turkish industrial packaging machinery suppliers for an EU buyer before RFQ. Supplier-specific findings identified one trader and one certification gap; two candidates advanced to RFQ, one of them conditionally.

01 · Buyer Situation

Three Turkish Packaging Machinery Suppliers, One Requirement: Buy Direct From the Manufacturer

An EU buyer had shortlisted three Turkish industrial packaging machinery suppliers from directory listings, catalogues and supplier websites. All three presented themselves as able to supply the machine, and all three referred to CE documentation.

The buyer wanted to contract directly with the manufacturer, not with an intermediary. Before issuing the RFQ, and well before any advance payment, the buyer needed answers to two questions: which candidates actually manufacture the machinery, and what the CE-related documents they submitted actually establish.

The assignment was delivered under Supplier Verification & Risk Screening. The buyer had already found the suppliers; no prior manufacturer search was needed.

02 · Verification Scope

How Each Supplier's Claims Were Checked

Each candidate was tested against three questions: who the company legally is, whether its manufacturing claim holds, and what its submitted documents prove. Findings were cross-checked with each supplier directly before they were reported to the buyer.

Company Identity

Turkish trade-registry information was reviewed for legal name, registered activities and registered address. Being a registered company was treated as a separate question from being the manufacturer of the machine.

Manufacturer or Trader

Registered activity codes, production-address information and business and export records were assessed together. Supplier B's records pointed to a trading role, which did not meet the buyer's direct-manufacturer requirement.

CE-Related Documents

Each document was checked for the issuing body, the company named, the product and scope covered, and validity. Supplier C submitted an expired CE-related certificate, which was flagged for clarification before commercial terms.

How Manufacturer Claims Are Tested in Turkey

A Turkish company registration alone does not prove manufacturing. Depending on the claim and the decision at stake, the evidence used to separate a manufacturer from a trader can include:

  • Trade-registry records — MERSİS and Trade Registry Gazette (Ticaret Sicil Gazetesi) entries for legal identity, registered activities and address history.
  • Industrial Registry Certificate (Sanayi Sicil Belgesi) — registration of a production facility with the Ministry of Industry and Technology.
  • Capacity Report (Kapasite Raporu) — issued through the chambers of industry and commerce, stating the facility, machinery park and production capacity.
  • Activity codes and production address — whether the registered NACE activities and the address match machinery manufacturing rather than wholesale or trade.
  • Physical evidence — a video walkthrough or an on-site visit where a material claim needs it. On-site visits are scoped and priced separately before they are arranged.

The full framework is set out in the service's supplier verification questions and evidence sources. Checks in each assignment are selected according to the supplier's claims and the buyer's pending decision.

03 · Candidate Findings

Findings: One Trader Excluded, Two Manufacturers Advanced — One Conditionally

Three Turkish packaging machinery candidates reviewed before RFQ: one excluded, two advanced, one of them conditionally.
Candidate Manufacturer Finding Document or Requirement Finding Buyer Decision
Supplier A Identified as the manufacturer. Submitted certificate current and within its stated scope. Advanced to RFQ
Supplier B Identified as a trading company. Trading role did not meet the buyer's direct-manufacturer requirement. Excluded
Supplier C Identified as the manufacturer. Expired CE-related certificate. Clarification of the conformity documents outstanding. Advanced Conditionally
To be resolved before commercial terms are finalised.

A trading company is not automatically unsuitable. Supplier B was excluded because this buyer required direct manufacturer engagement: in packaging machinery, the contracting party, the actual builder and the party responsible for installation, testing and after-sales support can be different companies.

Why an Expired "CE Certificate" Matters — and What to Ask For Instead

For most machinery, CE marking rests on the manufacturer's own conformity assessment: a technical file, a risk assessment and an EU Declaration of Conformity signed by the manufacturer. A Declaration of Conformity has no fixed expiry date, but it must cover the specific machine model and the legislation that applies when the machine is placed on the EU market. Third-party involvement is mandatory only for specific higher-risk machinery categories, through a notified body.

An expired CE-related certificate therefore raises one of two questions. If it was a notified-body certificate, its status directly affects the conformity route. If it was a voluntary certificate from a non-notified body, it plays no legal role in CE marking. In both cases, the document to request is the manufacturer's EU Declaration of Conformity for the specific machine model, with confirmation of the conformity route applied.

For machinery placed on the EU market from 20 January 2027, Machinery Regulation (EU) 2023/1230 replaces Machinery Directive 2006/42/EC. Confirm which framework the Declaration of Conformity will reference for your delivery. See also the European Commission's machinery guidance. The findings in this case concern the documents reviewed; they are not an approval of the machinery for EU placement.

04 · What the Buyer Received

Candidate-Level Findings Ready for the RFQ Decision

  • Legal identity and role: for each candidate, whether it was identified as the manufacturer or as a trading company, and the evidence behind that finding.
  • Document position: what each submitted certificate covered, including the expired document from Supplier C.
  • Fit against the buyer's requirement: why Supplier B's trading role did not meet the direct-manufacturer requirement.
  • Open condition for the next stage: the specific documents Supplier C needed to provide before commercial terms could be finalised.

05 · Buyer Decision & Outcome

The RFQ Went Only to Manufacturers — With the Open Issue in Writing

The buyer issued the RFQ to Suppliers A and C and removed Supplier B from the process. Supplier C stayed in the process with a written documentation condition, so the CE question had to be answered before any commercial commitment or advance payment.

The review prevented the buyer from treating all three candidates as equivalent direct-manufacturer options. Hana Solution LLC provided the findings; the buyer made the commercial decision. The reported outcome ends at the RFQ decision.

06 · Buyer Questions

Questions About Verifying Turkish Machinery Suppliers

How can I tell whether a Turkish machinery supplier is a manufacturer or a trader?

Registration alone does not answer it. Compare the company's registered activity codes and address with production evidence such as an Industrial Registry Certificate (Sanayi Sicil Belgesi), a Capacity Report (Kapasite Raporu) and, where the claim is material, a video walkthrough or site visit. In this case, that distinction removed one of three candidates before the RFQ.

Does a CE certificate from a Turkish supplier prove the machine meets EU requirements?

Not by itself. For most machinery, the key document is the manufacturer's EU Declaration of Conformity, supported by a technical file and risk assessment. Voluntary certificates from non-notified bodies have no legal role in CE marking. Check who issued the document, which model it covers and which conformity route applies.

When should a Turkish machinery supplier be verified?

Before the RFQ, and in all cases before an advance payment or purchase order. Verification can start with suppliers you have already found; a manufacturer search is not a prerequisite.

08 · Start With Your Supplier Question

About to Send an RFQ or a Deposit to a Turkish Machinery Supplier?

Send the supplier name or website, the machine you intend to buy and the claim you want checked: manufacturer status, CE documents, capacity or something else. Tell us which decision is approaching and when. A short outline is enough to start.

Hana Solution LLC confirms the verification scope, deliverables, fixed fee and timeline in writing before any paid work begins. On-site verification, if needed, is agreed separately.

Independent buyer-side support. No supplier commissions, trading or product mark-ups. Submitting a request does not start paid work or authorise supplier contact.
